Sa biographie :

Né à Mons en avril 1825, Jules Bailly s’installe dans la localité de Dour au sein de laquelle il crée le premier atelier typographique. Libraire, conseiller communal à Dour, il est également le créateur du journal hebdomadaire, premier journal dourois, « L’équitable » en 1854.

Il décède à Dour le 26 janvier 1877.
